CBP has acknowledged that it committed an unfair labor practice (ULP) when it implemented the Tactical Terrorism Response Team (TTRT) without first bargaining with NTEU. The parties’ settlement agreement requires CBP to bargain over the impact and implementation of the TTRT and to distribute a Notice to All Employees informing them of the ULP charge and the settlement.
